Access is not authority; exposure is not openness; preservation is not legitimacy; mediation is not the record; refusal is not erasure.

Use this work when

Use the framework to distinguish what happened to information from who has authority to define, expose, preserve, mediate, or refuse its movement.

Boundary and status

The framework never authorizes extraction of protected knowledge merely because it is technically accessible or publicly exposed.
