Beetle-Kill, Logging, and a New Monument at Medicine Lake
The Forest Service is cutting dead and dying trees across a sacred landscape that became a national monument just last year — and whose future is now contested. What's happening, why, and what to ask.
About this briefing. Unlike a rumor, this project is real and ongoing — it draws on U.S. Forest Service announcements and public records. It is written to help neighbors, visitors, and tribal community members understand an active project on a newly protected, and politically contested, sacred landscape, and to ask good questions. It is not a position paper.
01 — Overview
The short version
The U.S. Forest Service is thinning and removing dead and dying trees across the Medicine Lake area of Northern California, where a mountain pine beetle outbreak — worsened by drought and winter windstorms — has killed dense stands of lodgepole pine.
On its own, this is a familiar forest-health and public-safety story. Medicine Lake is different because of where the work is happening.
This is Sáttítla, sacred ground to the Pit River and Modoc peoples for more than ten thousand years. In January 2025, it became the Sáttítla Highlands National Monument, a 224,676-acre protected landscape. The Pit River Nation spent nearly three decades working for that protection.
The monument’s future is now contested. The current administration has signaled that it wants to rescind the designation.
Here is the central issue. The monument allows work that reduces hazardous fuels. Removing dead trees that could fall on people or feed a severe fire is permitted. Tribal and conservation groups also do this kind of safety work.
But the monument bars commercial clear-cutting and industrial extraction. This project also includes thinning living stands and removing sawlogs. The monument’s management plan, which is supposed to be written with the Tribes, does not yet exist.
The question is not simply whether dangerous dead trees should be removed. The harder questions concern the project’s commercial elements, the cutting of living trees, the methods used, and the protections for cultural places.
This briefing explains the project, the place, the stakes, and the questions that still need answers.

02 — The project
What's happening on the ground
The work is called the Medicine Lake Caldera Vegetation Treatment Project. The Modoc National Forest runs it.
The Forest Service says crews are thinning stands and removing hazardous trees after beetles, drought, and winter windstorms caused widespread tree death.
Most trees being cut are dead or dying. The agency says the work is meant to protect visitors, lower dangerous fuel loads, and begin restoring forest health. Read the Forest Service notice.
The Forest Service says the project will continue for several years. It includes removing sawlogs, piling woody debris, and thinning some less-damaged stands. See the project notice.
The cut material has different uses. Merchantable sawlogs are removed and sold. Smaller debris may be chipped, removed, piled, or burned. Campers may sometimes use downed wood at the site, but the agency warns against taking beetle-affected wood home near other pine trees. See the visitor warning.
What visitors will see
Expect visible changes to the landscape. Crews will cut and haul trees, and campgrounds or day-use sites may close at different times as the multi-year work moves through the area.
Earlier beetle-control work included spraying selected campground trees with carbaryl. The current work focuses on removal and thinning.
The largest closure this season is not for logging. From July 15–21, 2026, the Annual Pit River Tribal Gathering closes the Medicine and A.H. Hogue loops.
03 — The setting
Sáttítla: the place
Medicine Lake sits at 6,770 feet inside the summit caldera of the Medicine Lake Volcano. The volcano covers an area about ten times larger than Mount St. Helens. See the Forest Service overview.
The landscape includes lava fields, forest islands, more than one hundred cinder cones, and hundreds of lava tubes. The volcano is dormant, not extinct. It has erupted several times during the last 12,500 years, most recently about 950 years ago.
In the Ajumawi language, these lands are Sáttítla, or “obsidian place,” named for the volcanic glass used for tools over many generations. Read the monument proclamation.
The area is also known for dark night skies and volcanic terrain. NASA used nearby Pumice Crater to train Apollo astronauts. Today the lakeshore campgrounds draw tens of thousands of visitors for camping, fishing, swimming, and stargazing.
04 — Cultural stakes
A sacred landscape
"Medicine Lake is our church"
For Pit River, Modoc, Karuk, Klamath, Shasta, Siletz, Wintu, and Yana peoples, this is sacred ground. Pit River tradition holds that the Creator left healing power in the lake after making the earth. See the Sacred Land account.
People have come here for ceremony, vision, medicine, food, and teaching for thousands of years. At least 85 local plant species are used by Indigenous peoples for healing, food, and ceremony.
This is not only a scenic recreation area. It is a living place of worship and cultural survival, and it should be treated as one.
That importance is formally recognized. In 1999, about 33,000 acres centered on Medicine Lake were found eligible for the National Register of Historic Places as a Traditional Cultural District. Federal agencies later extended the recognized area to about 73,000 acres.
The land also carries the history of the Modoc War. Some Modoc people sought refuge here and avoided forced relocation. For the peoples connected to Sáttítla, the land, water, plants, animals, silence, and dark skies remain part of living ceremonial conditions.
05 — Protection & politics
The new monument — and its uncertain future
On January 14, 2025, President Biden designated the Sáttítla Highlands National Monument. It covers 224,676 acres across the Modoc, Shasta-Trinity, and Klamath national forests.
The Pit River Nation led the effort after nearly thirty years of resistance to industrial geothermal development. The proclamation calls for co-stewardship with Tribal Nations, and a management plan is due within three years of designation.
The designation draws an important line. It is meant to prevent industrial energy development, mining, and forest clear-cutting.
Status as of mid-2026: contested. Within months of the designation, the new administration moved to undo it. A 2026 Justice Department opinion asserted that a president can abolish national monuments, singling out Sáttítla and Chuckwalla, and framing the action around a declared "energy emergency." Local Rep. Doug LaMalfa, whose district includes the monument, has urged that it be reversed. Conservation and tribal groups dispute the president's authority and a court fight is widely expected, echoing the still-unresolved battle over Utah's Bears Ears. As the Pit River Nation's Brandy McDaniels put it, the Tribe is once again "in limbo."
The monument also has critics. Some local and congressional Republicans say large monument designations are federal overreach and can restrict energy, grazing, and timber use.
Supporters answer that the Sáttítla designation was led by Tribes, received broad support in the California Legislature and from nearby recreation businesses, and protects water and sacred sites from extraction.
The debate over how this land should be used is still active.
06 — The case for the work
The beetle, and why the Forest Service is cutting
The mountain pine beetle (Dendroctonus ponderosae) is native and about the size of a grain of rice. Females enter a tree and release chemicals that draw in many more beetles. A mass attack can overwhelm the tree’s natural pitch defenses.
The beetles carry a fungus, and the beetles and larvae cut off the tree’s flow of water. Needles usually move from green to red and then grey over several years. In lodgepole pine, larger trees are often attacked first, and mortality can be concentrated in the densest parts of a stand.
Dense stands, drought, and warmer winters can make outbreaks worse. At Medicine Lake, the result is large areas of dead and dying lodgepole pine.
The Forest Service’s case for acting centers on public safety and fire. Medicine Lake is heavily used for recreation. Dead trees near campgrounds, day-use sites, and roads can fall on people.
The agency also says the work will reduce fuel that can contribute to severe fire. Several points support that case:
There is a scientific basis for thinning, not just clearing
A U.S. Forest Service review finds that reducing stand density can lower a stand’s vulnerability to bark beetles. Thinning reduces competition for water and nutrients, which can help the remaining trees defend themselves.
This is the main reason for thinning some vulnerable living stands instead of removing only dead trees.
It is an allowed activity
Hazardous fuels reduction is one of the uses the monument proclamation expressly permits, so the safety rationale does not, by itself, conflict with the monument's purpose.
Allies do fuels work too
The Mount Shasta Bioregional Ecology Center has long worked with the Pit River Nation to protect Sáttítla. It completed 3.6 miles of fuels reduction in the area to improve safety for residents and first responders.
Removing genuine hazards is not automatically at odds with protecting the land.
The stakes of a bad fire are the sacred forest itself
A catastrophic, high-severity fire in these stands would harm the very cultural landscape, water, and habitat the monument exists to protect. Reducing that risk can be an act of stewardship.
07 — The case for caution
The concerns and the open questions
An equally real case says: be careful how this is done, and where the line falls between "hazard removal" and "logging." The concerns are specific to this place and this moment.
Hazard removal versus commercial timber
The monument bars commercial clear-cutting. Yet the project includes removing sawlogs and thinning living stands.
Removing a dead tree that could fall on a campsite is clearly safety work. Selling usable timber and cutting living trees across larger stands looks more like logging. The public record should show where this project falls between those two ends.
The project decision and maps of treatment areas are therefore important.
Salvage and "sanitation" logging are contested
Standing dead trees, or snags, are not only fuel. They are also important habitat for woodpeckers and other wildlife. Research questions the value of aggressive salvage logging and of cutting living trees for “sanitation.”
Elsewhere in the highlands, the Antelope Tennant project drew opposition because it proposed thousands of acres of lodgepole clear-cutting under fuels and sanitation labels. That dispute shows that the word “treatment” can cover very different kinds of work.
Thinning helps — but it is not a cure, and it can backfire
Cutting infested trees can slow a small, early outbreak, but it will not stop a large one. If the outbreak is as widespread as the Forest Service reports, the work is better understood as long-term forest-health and safety work, not a quick way to stop the beetles.
Two cautions remain. Dense clumps left after thinning may still attract beetles, and much of the research comes from ponderosa pine in other regions. It applies only roughly to Medicine Lake’s high-elevation lodgepole stands. See the cited study.
The fire science is more nuanced than the headline
Dead trees falling near people are a clear danger. Their effect on large wildfires is more complex.
Freshly killed trees with red needles behave differently from long-dead grey snags. Weather and dryness also have a major effect on fire behavior. These differences are reasons to examine work outside developed sites instead of treating every dead tree as the same emergency.
Cultural resources and consultation
This is a designated Traditional Cultural District. Ground-based logging, road use, and slash burning can disturb cultural sites and the qualities — quiet, intact forest, dark skies — that ceremony depends on. Robust tribal consultation and cultural-resource protection are essential, not optional.
The management plan doesn't exist yet
The monument’s management plan is supposed to be written with the Tribes within three years. That plan should guide vegetation work.
A multi-year tree-removal project moving ahead before the plan is finished raises a fair question about timing and Tribal co-stewardship.
None of this proves that the work is wrong. The difference between careful safety work and ordinary timber extraction depends on the details: which trees are marked, how many acres are treated, which methods are used, and what protections are enforced.
Those details should be public.
08 — Downstream
The water at stake
The landscape matters far beyond the monument because of the water below it. Rain and snowmelt move through porous volcanic rock into a large aquifer network. One estimate says it stores more water than California’s 200 largest surface reservoirs combined. Read the cited account.
Water from the Medicine Lake Volcano emerges through Fall River Springs, supports the Pit and Sacramento river systems, and reaches farms and communities downstream. The Mount Shasta Bioregional Ecology Center estimates annual capture and discharge at about 1.2 million acre-feet.
This water system is why Tribes and conservation groups have fought industrial development here. Surface work can affect soil, roads, and drainage.
The longer-term possibility of geothermal development or mining would carry even greater weight if monument protections were removed. What happens at Sáttítla can affect water across the region.
09 — If you go
Visiting respectfully
If you're planning a trip while this work is underway, a few things will make the visit safer and more respectful:
Check current conditions first
Active logging means rolling closures of campgrounds and day-use sites, plus changing road and fire conditions. Confirm what's open through the Modoc National Forest and Recreation.gov before you drive the hour-plus of forest road to the lake.
Plan around the Tribal Gathering
July 15–21, 2026, the Medicine and A.H. Hogue loops are closed for the Annual Pit River Tribal Gathering; few of the remaining sites fit large RVs.
Mind the firewood rule
You may use downed wood on site, but don't take beetle-affected wood home near your own pines — it can carry the insects.
Treat fire restrictions as non-negotiable
Dead, dry stands and abundant summer lightning make this high fire country; follow all posted restrictions.
Come as a guest on sacred ground
This is a place of active ceremony, not just a scenic stop. Tread lightly, pack out everything, respect closures and any cultural areas, and enjoy some of the darkest night skies in the country.
10 — Take part
How to stay informed and weigh in
There is no single up-or-down vote here, but there are real ways to follow the project, push for transparency, and support strong protection of the landscape.
The agency
The Modoc National Forest runs the project and will manage the monument and write its plan. The Supervisor's Office is the place to ask for project records, the governing environmental analysis, maps of treatment units, and the cultural-resource and tribal-consultation measures.

The forthcoming management plan — required within three years of the January 2025 designation and meant to be built with the Tribes — is the highest-leverage place for public input on how vegetation, recreation, and cultural protection are balanced going forward. The tribal-led protection effort
For those who want to support permanent protection of the landscape, the Pit River Nation leads the Protect Sáttítla effort, with the Mount Shasta Bioregional Ecology Center as a longtime partner. They are the people to follow on the monument's defense and on the push for added water protections.
Questions worth asking
How many acres, and how many are genuine hazard-tree removal near developed sites versus thinning or sawlog harvest across stands?
Are living (green) trees being cut, and under what justification?
What environmental review governs the project, and was it completed before or after the January 2025 monument designation?
How is the project consistent with the monument proclamation's limits on commercial logging?
What tribal consultation has occurred, and how are cultural sites and Traditional Cultural District values being protected?
How will this work be reconciled with the monument management plan once it's written?
11 — In closing
Where this stands
The beetle damage is real. The danger to visitors is real. Removing dangerous trees and reducing fire risk are legitimate forms of work, and the monument allows them.
But Sáttítla is also one of California’s most sacred and newly protected landscapes. The monument is under political threat, its management plan is unfinished, and parts of this project involve commercial timber and the thinning of living trees. Those parts require closer review than simple hazard removal.
Those facts don't cancel each other out. They mean the work deserves a careful eye on its scope and methods, strong tribal co-stewardship, and real transparency — so that protecting the forest from fire doesn't quietly become something the monument was created to prevent.
Sáttítla has been cared for, and fought for, across thousands of years and many lifetimes. The most useful thing a community can do now is stay informed, ask precise questions, and insist that the people whose church this is are at the center of the decisions.
