From concern to report
1. Intake
A concern, flyer, public notice, document, meeting item, or question comes in. Private accusations and sensitive personal information are not accepted as report material.
2. Source label
Name the source status before writing: official record, confirmed public source, reported by community members — needs checking, policy watch, resource guide, historical background, or interpretation.
3. Plain summary
Write the simplest accurate version of what is happening. The reader should know the issue before seeing the deeper analysis.
4. What is known / unknown
Separate confirmed facts from missing information, questions, and claims that still need verification.
5. Why it matters
Explain the affected conditions: land, water, health, services, money, records, governance, family, infrastructure, safety, or future planning.
6. Public questions and action
Ask specific questions and give practical follow-up paths: meetings, comment windows, contacts, public records, services, or correction routes.
7. Update log
Record what changed, when it changed, and why the report was updated. Correction should be visible, not hidden.
