The proposal

This is an independent proposal. The Tribe retains authority over sites, spending, and adoption.

Four questions for the order of work

Which need is most urgent?Keep serious and lasting burdens visible, including those carried by small or remote groups.
What must happen first?Land review, utilities, access, staffing, and maintenance can be prerequisites.
What is ready to proceed?Readiness helps sequence work; it does not establish which need matters most.
What helps while people wait?Assign interim help alongside preparation for a lasting solution.

What needs to be established

Before ranking construction projects, establish the basics first: verified property boundaries; facility and lease inventories; condition and use records; utility and road capacity; service demand; and full staffing and maintenance costs. Then compare repair, reuse, leasing, mobile services, transport, and new construction.

The full edition includes thirteen sections, planning exhibits, a family access test using five public starting points, and sources for further reading. Its maps show regional relationships only. They do not establish legal boundaries, identify project-ready parcels, or give permission to publish protected information.
